FGP-WPMP External Lender Relations

In July 2016, TCO Partners announced approval for the final investment decision of the Future Growth Project-Wellhead Pressure Management Project (FGP-WPMP), the next major expansion of the Tengiz oil field.

As part of FGP-WPMP project plans it is important for us to keep transparent two-way communication with our lenders. TCO is implementing a lender relations process to ensure that stakeholders will have ongoing opportunities to ask questions, comment and provide feedback.

Our focus is to keep an open dialogue with our lender base and timely respond on questions. In addition to the information found under the Company tab, we are happy to assist you with quick and reliable responses.

TCO participated in the IMBC Forum

On July 10, Atyrau hosted the annual forum of the International Center for Machine Building Development, also known as the IMB Center. The event was attended by over 200 foreign and domestic producers, representatives of the Ministry of Energy of the Republic of Kazakhstan, the KAZENERGY Association, as well as three major oil and gas companies: Tengizchevroil LLP (TCO), North Caspian Operating Company (NCOC), and Karachaganak Petroleum Operating (KPO) B.V.
On July 10, Atyrau hosted the annual forum of the International Center for Machine Building Development, also known as the IMB Center. The event was attended by over 200 foreign and domestic producers, representatives of the Ministry of Energy of the Republic of Kazakhstan, the KAZENERGY Association, as well as three major oil and gas companies: Tengizchevroil LLP (TCO), North Caspian Operating Company (NCOC), and Karachaganak Petroleum Operating (KPO) B.V.

"This event is organized by the initiative of the deputies of the Mazhilis of the Parliament and the Ministry of Energy. Its purpose is to raise awareness about the transparency of domestic businesses and the needs of major investment projects in the oil and gas sector", - the Vice Minister of Energy of the Republic of Kazakhstan Mr. Zhamauov mentioned in his speech. - Today, it is important to note that 70% of all purchases in the oil and gas sector, which accounts 4.7 trillion tenge, are carried out by three major oil and gas companies: TCO, KPO, and NCOC”.

Meanwhile, TCO has been spending over $3 billion per year on average for the past 10 years only with local companies. This has stimulated economic activity across multiple oblasts in the country, not only in the Atyrau oblast. Since 1993, TCO has been the largest buyer of local goods, works, and services in the country, having allocated more than $48.4 billion to development of this industry.

TCO supports Kazakhstan’s initiatives to develop local content. Only in 2023, the shares of Kazakhstani content in TCO amounted to over 70%, which is the highest level of KC in the last 8 years. 

“TCO continues to work closely with Kazakhstani business partners to encourage and attract original equipment manufacturers (OEMs) to open production in Kazakhstan”, - highlighted TCO General Director, Kevin Lyon.

In 2024, TCO has signed agreements with over 10 domestic manufacturers and service providers, covering a wide range of goods and services. Thirteen domestic manufacturers are now new suppliers for TCO. Additionally, TCO, together with the IMB Center, has finalized the list of goods, placing a total of 7 trial orders for various goods  for 2022-2023.

During the forum, which brought together machine builders of oil and gas sector from all over Kazakhstan, “Open Days” events were held with the participation of TCO, NCOC, and KPO, including exhibition of goods and equipment from local manufacturers.

The International Center for the Development of Oil and Gas Engineering (IMB Center) was established at the initiative of the Government of the Republic of Kazakhstan by three major oil and gas companies: TCO, KPO, and NCOC. The center's mission is to promote the development of oil and gas production in Kazakhstan by connecting TCO, NCOC, and KPO with the machine building industry of the Republic of Kazakhstan through analysis, qualification, capacity development, and investment promotion initiatives. 

Tengizchevroil LLP (TCO) is a Kazakhstani partnership that develops, produces, and markets crude oil, LPG, dry gas, and sulfur. TCO implements modern technologies and conducts its operations in accordance with world-class safety and environmental standards. In April 1993, TCO was formed between the Republic of Kazakhstan and Chevron Corporation. Partners are Chevron, 50 percent; KazMunaiGas NC JSC, 20 percent; ExxonMobil Kazakhstan Ventures Inc., 25 percent and LUKOIL International GmbH, 5 percent.
