TCO encouraged contractors to promote personnel nationalization

The “Roadmap on subsequent replacement of foreign employees through routine training of Kazakhstani specialists” was presented to contractors and subcontractors implementing their activities at Tengiz field. The working meeting was attended by representatives of Employment Coordination and Social Programs department of Atyrau Oblast, TCO and more than 100 private contracting companies.

Azamat Mambetov, Head of Employment Coordination and Social Programs Department noted that: “During the meeting with representatives of major businesses in 2022, the RoK President mentioned about the necessity to invite foreign experts, where there is a shortage in organizations. In this direction, a Roadmap has been developed in the regions by the RoK Ministry of Labor and Social Protection, providing for measures for planned training of Kazakhstani personnel for subsequent replacement of foreign colleagues. In general, the number of expat employees decreased by 3.6 times compared to 2019”.

The implementation of the “Roadmap” is planned for two years. Its main focus is the training and re-qualification of citizens in relevant specialities for further replacement of foreign labour, holding job fairs, creation of new jobs for persons with disabilities, as well as organization of mentoring for Kazakhstani workers by foreign specialists. The role of short-term training and retraining courses for labor professions being implemented by TCO, was emphasized. According to Mr. Mambetov, 80% of those who completed training in the period from 2019 to 2023 were employed.

Tengizchevroil continues to support the state policy of developing potential of Kazakhstani personnel and recommends its business partners follow the example. More than 95 percent of TCO employees are now Kazakhstani nationals. As a result of the various programs, more and more Kazakhstani citizens are taking up leadership positions. Thus, the share of Kazakhstani nationals among top and middle managers in TCO’s base business is close to 88 percent. Overall, since 2007, more than 460 national employees have replaced foreign colleagues in key leadership and technical positions,” said TCO Deputy General Director, Konilkosh Suyessinov.
