Tengizchevroil (TCO) participated in the 3rd Annual Conference “KazDrilling: Upstream of Kazakhstan 2026,” which brought together representatives of government agencies, national companies, international investors, operators, oilfield service organizations, and industry experts to discuss key issues shaping the future of Kazakhstan’s oil and gas sector.

During the plenary session, TCO General Director William Lacobie emphasized that the future competitiveness of the oil and gas industry will depend not only on advanced technologies and operational excellence, but also on the ability of operators to develop local companies, strengthen the country’s industrial base, and create opportunities for Kazakhstani professionals.

“We are seeing tangible results from our efforts to advance Kazakhstani Content in drilling operations. The localization of chemical products, expanded collaboration with local manufacturers, and their successful qualification to provide highly specialized services demonstrate the growing capabilities of Kazakhstan’s industrial sector and its ability to meet the demanding requirements of the oil and gas industry,” said William Lacobie.

Since its founding, TCO’s cumulative spend with Kazakhstani suppliers has reached US$52.6 billion. In 2025 alone, the company procured approximately US$1.8 billion worth of goods and services from local suppliers. As a result, the share of Kazakhstani Content reached 71%, driven by increased procurement from domestic manufacturers.

Significant progress has also been achieved in the goods category. While the actual share of Kazakhstani Content in this category stood at 7% in 2024, it increased to 15% in 2025.

The workforce nationalization level among TCO’s strategic business partners exceeds 95%, including leadership positions. In addition to creating employment opportunities, these partners continue to invest in human capital development through support for universities, training programs, internships, and professional development initiatives for engineers, scientists, and technical specialists.

“We view Kazakhstani Content as an investment in the country’s future. Developing local companies requires a long-term and systematic approach, which is why we continue to implement initiatives aimed at enhancing their competitiveness and expanding their participation in the supply chain,” William Lacobie added.

As part of the conference, TCO specialists also participated in technical sessions, where they shared their experience in drilling operations, localization of products and services, and the development of capabilities among Kazakhstani suppliers.
